I’m developing black-and-white film at home and one roll came out with lots of tiny white spots across the negatives. What usually causes this? How can I avoid it during processing and drying, and is there any practical way to fix the spots afterward when scanning if my scanner doesn’t have dust removal?

It's been many years since I've done film developing, but I remember two likely culprits:
Air bubbles from improper agitation. Generally these are very roundish.
Minerals from hard water. These tend to be angular shapes.

Small white spots on B&W negatives are usually caused by one of three things:
- air bubbles during development from insufficient or uneven agitation; these often look round
- mineral deposits from hard water drying on the film; these can look more angular
- dust settling on the film while it dries, especially if it’s hanging near an open window, vent, or other airflow
To prevent it:
- agitate consistently during development so bubbles don’t sit on the film
