I need to capture sharp, repeatable images of the underside of a tray measuring about 130×90 mm. The tray will be held at a fixed distance above the camera, and the goal is to decode up to 100 2D barcodes from each image on a PC.
I’m new to photography and would like advice on a practical setup. The camera will likely point straight upward under the tray, and I may need to trigger it from a computer or use it like a webcam so the images can be processed immediately. The tray can be slightly damp and may drip, so I also need a way to protect the camera.
What type of camera and support would make the most sense for this kind of static close-up imaging setup?

If the purpose is to decode barcodes, I would suggest looking into webcams. The HD cams are pretty good these days and cost next to nothing. Some come with stands, and that should solve your "tripod" issue as well. You could even use Blue Tack as additional stabilizer.
The webcams come with capture software too. I don't know anything about the decoding software though.

For barcode decoding, this sounds more like a machine-vision/webcam job than a traditional photography one. A modern HD webcam may be enough, especially since your subject distance and framing are fixed, and it will be easy to connect to a PC for capture.
If you use a regular camera, a simple support is fine: many tripods can point straight up, and a compact option like a small flexible tripod with a ball head could fit under the tray. Since the setup is static, you may not need anything elaborate.
