I want to photograph a sunset and would like to know what settings are most effective. Should I expose for the bright sky, the darker foreground, or use techniques like bracketing/HDR?

A variety of settings! You might want to try under-exposing to emphasize cloud colors, or exposing for detail in shadowed areas, or try high-dynamic-range (HDR) through bracketing and post-processing.
