I'm looking for a photo import/archive tool that can copy or move selected files or folders into a main photo library organized by capture date, for example YYYY-MM-DD based on EXIF data. The key requirement is that it should detect and skip photos that have already been imported instead of creating renamed duplicates like "(1)" or "(2)". Ideally it would let me import a chosen set of files, not only entire folders. Windows is preferred, but Linux would also work. Is there an affordable or open-source tool that does this well?

I use the free and open source program Rapid Photo Downloader. It allows renaming files and creating directories. It can also "back up" files to a different location while downloading to the primary location. And it is, in my opinion, rapid enough.
The FAQ indicates Linux only, but it may be useful on an heterogeneous network. It also suggests that porting to OSX or Windows might be practical.
