I travel frequently and want to organize, tag, and do light edits to a shared photo library from two different computers at the same time—for example, one person on a laptop while another works from the home computer. We’re usually both online, so offline editing is not important. Our main priority is managing thousands of photos rather than heavy editing.
I’ve used Adobe Elements before, but I disliked having tags and organization tied to one proprietary application. I currently use Picasa and would be happy with something similar if it could synchronize automatically across computers. What software or workflow works well for multi-user photo organization and tagging without locking the metadata into one program?

One option would be to use an external storage service (like Dropbox) to store the photos. But you could also consider using a service like Flickr to store them and synchronize the photos with the two machines using Lightroom for example.
I'm not saying that would be easy since I have not tested the scenario.
