I’m looking for a reasonably small camera backpack for a Nikon D5000 and three lenses: a 70-200mm Nikon zoom, an 18-55mm Nikon kit lens, and a planned 12-24mm Tokina wide-angle lens. I’d like it to be compact enough for air travel as a carry-on alongside a handbag, offer some rain protection, and be sturdy enough for hiking. Carrying a tripod would also be important. Are there camera backpacks or sling bags that fit this kind of kit without being too large?

Yes — bags in this size/category do exist, but you may need to balance compact size against tripod capacity and hiking comfort.
From the suggestions given, the Tamrac Expedition series is one option; the Expedition 7/7x was recommended as sturdy, suitable for hiking, and able to fit within many airlines’ carry-on limits. Tamrac also offers multiple sizes, so a smaller or larger version may suit your kit better.
A Lowepro Sling bag such as the SlingShot 305 AW was also suggested. Sling bags can fit a 70-200mm plus extra lenses and a tripod, and they’re especially handy if you want faster access to your camera while walking.
In general, backpacks are better when you’re carrying gear for longer periods, while sling bags are better if you’ll be taking the camera in and out frequently. Also note that unless your tripod is very compact, it may still need to be checked separately when flying, regardless of the bag.
