My sister is starting college to study photography, and I’d like to surprise her with a camera. I was considering entry-level DSLRs such as a Nikon D3100 or Canon T3i, but I’m not sure whether a more advanced beginner camera is better, or whether that could still be the wrong choice for her program. I’m also wondering whether camera size matters for someone with small hands. Is it better to buy a camera now, or give her a gift certificate and let her choose after she knows what her course requires?

Print out a nice gift certificate for her and let her choose the camera. And don't worry about the small hands. I know a small handed photographer that has no problem with big equipment.
