Are there any programs or websites that can recommend a suitable tripod based on a specific camera body and lens? I'm looking for a way to narrow down tripod legs and heads for my setup, and would like to know whether these tools are useful or if tripod choice depends on other factors too.

Manfrotto has one for (obviously) its own line-up of products. It is pretty sophisticated but any subjective decisions are set by their own programmers.
Some other manufacturers have a simple search based on weight and height (among some others maybe) requirements which you have to figure out yourself.

The limitation is that tripod choice depends on much more than camera body and lens. Important factors include:
