I bought a new Nikon D750 and checked the shutter count; it shows 264 actuations. Is that a normal number for a new camera, or could it suggest the camera was returned or previously used?

Same for a camera. In my 75 + years of camera ownership, I have never had a camera fail due to shutter malfunction. I know this happens, once each major city sported a camera repair shop or three. Where are these shops in your city? I will bet none exist. That's a good omen and it tells me that cameras are very reliable.

A small nonzero shutter count on a new camera can be normal. Cameras may be tested, calibrated, or spot-checked at the factory before shipping, so “new” does not always mean exactly 0 actuations.
