I have many photos in my Lightroom catalog that never got Smart Previews because the drive used for previews ran out of space. What's the easiest way to locate only the images that currently do not have a Smart Preview so I can generate them?

You can find photos without a smart preview by using a smart collection.
Go to Library → New Smart Collection... and add a condition Has Smart Preview is false:
This gets you the photos that do not have a smart preview.
Then you can follow the steps from the manual to create smart previews on the fly.

Use a Smart Collection in Lightroom.
In the Library module, create a new Smart Collection and add the rule:
- Has Smart Preview is false
That collection will automatically show all photos in the catalog that do not currently have a Smart Preview. From there, you can select those images and build Smart Previews for them once you have enough storage available.
This is the simplest built-in way to identify missing Smart Previews across a catalog.
