I’m using a reverse lens adapter for macro photography on a Canon EOS M3. Because the lens contacts aren’t connected, the camera won’t fire the shutter. Is there a menu setting to allow shutter release when no electronic lens is detected?

You should be able to do it. Open the menu and go to the C.Fn tab. Look for "Release shutter w/o lens" and set it to "Enable". Detailed in the manual on page 186.
