My waterproof compact camera develops condensation on the inside of the lens/window after being used in water, so I can’t wipe it away from the outside. Is there a practical way to dry it out or prevent this from happening again, and does this suggest a fault with the camera’s sealing?

That's a pretty common issue with some waterproof cameras. To eliminate the internal humidity you can try storing it (with the battery and card slots empty and open) with silica gel packs, or using a hair dryer on it (also with the battery and card slots open) for a while just before use.
