I'm using Photoshop on a high-resolution monitor, and the buttons, icons, and interface text are too small to read comfortably. Is there a way to increase the size of the Photoshop interface elements?

In CS6 you can change color theme and font size in preferences->Interface. If your version is older there is nothing you can do other than lowering your resolution.
