I’m a beginner using Photoshop Elements 14. I can create a black or white vignette with Guided Edit, but I’d like the vignette to be a different color instead. Is there a simple way to do that after creating the vignette, or is there a better method to make a colored vignette from the start?

If you create a layer, you can then apply the vignette to a mask. The mask could be used to apply color at varying degrees of transparency and with any color that you apply using a paint bucket.
