I’ve started taking photos on my phone and recently tried photographing a sunrise. In low light, my results don’t look as good as I hoped. What practical steps can I take to improve image sharpness and overall quality when shooting sunrise scenes on a phone?

In low light on a phone camera with little in the way of user-adjustment, your primary objective is to keep the camera still.
Find a wall you can rest it on, & if possible use a delay timer, so you're not actually holding the phone as the picture is taken.
If there is nothing suitable to rest the phone on find a wall/fence/tree to lean against.
Keep your arms tight to your body & the phone tight to your face.
Hold your breath as you take the picture.

For a sunrise shot on a phone, the biggest issue is usually camera shake in low light. The most effective improvement is to keep the phone as still as possible when the photo is taken.
Try resting the phone on something solid like a wall, fence, or other stable surface. If your phone has a timer or delay mode, use it so you’re not touching the phone at the moment of exposure.
If you can’t rest it on anything, stabilize yourself instead: lean against a wall, tree, or fence, keep your elbows tucked tightly into your body, hold the phone close and steady, and pause your breathing as you take the shot.
With phone cameras, especially in low light, good stability often matters more than anything else. Start there before worrying about more advanced settings or editing.
