How can I fabricate a replacement single-loop shutter spring for a Kodak Duaflex IV?

I’m repairing a Kodak Duaflex IV and need to replace the shutter spring shown as part “50” in the shutter patent diagram. I already have spring steel of the correct thickness, but most spring-making tutorials I’ve found are for springs with multiple coils. This one has only a single loop, with hooked/clasped ends that attach to posts in the shutter. What’s a practical way to form the loop and the end hooks accurately?

I would just bend them around suitably sized dowels/mandrels, and bend the clasping turns using needle nose/jewelers pliers. The final bend at the free ends could also be bent with pliers rather than slower radius shown.

A practical approach is to form it by hand around simple mandrels. Bend the main loop around a suitably sized dowel or mandrel to match the spring’s diameter, then use fine needle-nose or jeweler’s pliers to make the clasping/hooked turns at each end so they fit the shutter posts. The very last bend at the free ends can also be made with pliers rather than trying to reproduce a perfectly smooth radius. In short: use a mandrel for the loop, and pliers for the end hooks and final tweaks.
