I need to deliver images for a realtor and want Lightroom to export files to a target file size of about 2MB. Can I create an export preset for this, and where do I set it up?

On the export dialog, set your image sizing (I set mine as you requested).
Then click the add button in the bottom left hand corner of the dialog.
Set its name
And you are all set.
