In Android you should check if your phone support Pro mode.

To set long exposure you select Pro, then click on shutter (below is set to 8 seconds) phone screen 1

and roll the wheel to get desired speed: phone screent 2

You should set also other parameters as aperture and ISO to get proper exposure.

If you do not have Pro mode with high probability you are out of luck and you can't change shutter speed. And do not forget you will need tripod because you will not be able to keep you phone steady for one second or more.
