I saw a sunset image with very bright, golden light and was wondering how a photographer can achieve that look. Is it mostly done in-camera, or is it mainly created afterward in editing?

It's pretty much all post-processing. Search for internet articles using the terms tone mapping, exposure fusion, noise reduction, and HDR.
