I'm looking at the Canon 5D Mark IV and know its 4K video uses a significant crop (often cited around 1.74x). There were rumors years ago that a firmware update might reduce that crop. Did Canon ever change the 4K crop factor via firmware, or is it still determined by the camera's sensor/readout design?

No. A firmware update would not reduce the 5D Mark IV’s native 4K crop in the normal sense. Crop factor comes from the physical sensor size relative to full-frame, and for 4K video the effective crop is determined by how the camera reads the sensor area. Firmware can crop more by using fewer pixels, but it cannot create a wider field of view than the hardware/sensor readout allows. So unless the camera were using a different sensor readout mode already built into the hardware, the original 4K crop behavior would remain essentially the same.

The "crop factor" of a camera is the ratio of the physical size of the sensor to the size of a 35mm film negative (24x36mm). To change the crop ratio of a camera you would have to replace the sensor (at least to reduce it, some firmware could throw away pixels to increase it).
