I’m using a Falcon Eyes LH-ESB6060K continuous lighting kit with spiral energy-saving bulbs. Can I safely dim these lights by reducing the power, or would that be unsafe? If they can’t be dimmed electronically, what are the practical ways to reduce the light output?

that would be 'No', they are not dimmable - instead you swap to lower-wattage bulbs, or remove some. If they were dimmable, no doubt they would be keen to sell that option to you.
Most energy-saving fluorescents are not dimmable.
You can get them, but they would not have an accurate colour-temperature - see this eBay search for examples.

Probably not with a normal power regulator. This kit appears to use spiral CFL bulbs in simple lamp holders, and standard non-dimmable CFLs should not be used on dimmers. That can cause flicker, shorten bulb life, and may even be unsafe.
If your bulbs are specifically marked dimmable, and you use a CFL-compatible dimmer, then dimming may be possible. But with the usual bulbs supplied in kits like this, assume they are not dimmable unless clearly stated.
Safer ways to reduce output are:
- switch off some of the bulbs, if the fixture allows it
- remove/unscrew one or more bulbs
- move the softbox farther from the subject
- add more diffusion if needed
So: don’t try to dim them by simply lowering the power unless both the bulbs and the dimmer are designed for that use.
