I'm considering buying a Canon PowerShot G9 X and want to know whether the camera can display a monochrome/black-and-white live view or playback preview while recording RAW files. On some cameras, monochrome picture styles only affect JPEGs, while others still let you view in B&W even though the RAW file remains in color. Does the G9 X allow this when shooting RAW, or RAW+JPEG?

After reading the entire Canon PowerShot G9 X User Manual cover to cover it does not appear that the G9 X will allow you to do what you wish.
The Image Color Tones (My Colors) described on page 79 can only be selected when saving images to JPEG only. A note at the bottom of page 90 indicates the following:
What isn't exactly clear is what happens if you have selected B&W from the My Colors menu with the camera set to save JPEGs and then you enable saving both JPEG and RAW files simultaneously. My guess, however, based on the note cited above is that the features listed will be disabled while capturing images both as JPEGs and RAW files.

Based on the user manual, the G9 X does not appear to support monochrome display while shooting RAW.
On the G9 X, the Image Color Tones / My Colors settings are only available for JPEG capture. The manual notes that these options are disabled when saving RAW images, which strongly suggests you cannot use a black-and-white preview in RAW or RAW+JPEG modes.
So if monochrome live view while keeping a color RAW file is important to you, the G9 X is unlikely to do what you want.
