I'd like to use Nikon's WU-1a wireless mobile adapter with a Nikon D3100 for remote/app-based control. Is there any firmware update or practical non-hacking workaround that makes the WU-1a compatible with the D3100?

No. Based on Nikon’s compatibility list, the WU-1a supports the Coolpix A, Coolpix P330, Coolpix P520, D3200, D5200, and D7100. The D3100 is not on that list, so it is not compatible.
If you’re not looking to hack or modify anything, there isn’t a practical firmware-based way to add WU-1a support to the D3100. In short: for normal use, assume the WU-1a will not work with a D3100.
