In Lightroom, holding Shift while dragging a slider gives finer control. Is there any setting or preference to make this fine-adjustment behavior the default, so I don't have to hold Shift every time?

No, this seems to be impossible - I've looked through every setting in Lightroom and there doesn't seem to be a feature like this (yet). So I just hold Shift when moving the sliders.
