I want to display film slides directly on a TV instead of using a standard slide projector. Is there any device for viewing 35mm slides or negatives on a television, or another practical setup that would let me show them on a TV screen?

With your DSLR plugged into your TV, you could put a dupliscope on the front of it. A quick search on eBay showed me several for less than $100.

Yes. A practical option is to use a DSLR connected to your TV and mount a slide-copy attachment (often called a dupliscope or slide duplicator) on the lens. The camera can then act as the viewer, and its live output can be shown on the TV.
This is a workable digital alternative to a Kodak Carousel-style projector, especially for 35mm slides. Similar setups can also be used for negatives, though getting good-looking negative images may require additional inversion or adjustment depending on your camera/display workflow.
If your goal is simply to display film on a TV, this DSLR + slide duplicator approach is a straightforward solution.
