I use a Fujifilm HS25EXR, which has a fixed built-in lens with a maximum aperture of f/2.8. I’d like stronger background blur (bokeh), ideally something like f/1.8. Is there any accessory or lens that can make this camera effectively faster, or is the lens aperture fixed?

No. The only way to use a conversion lens to make the aperture faster is if you can put it between the lens and the sensor. But of course you can't do that with a fixed-lens camera. If that isn't enough, you will need to buy a camera with a larger sensor and faster lens.
