Can I force 1/200 sec with flash in Tv mode while Safety Shift stays enabled on a Canon 5D Mark II?

I use a Canon 5D Mark II with fast lenses and often shoot available light in Tv mode with Safety Shift enabled, for example setting 1/1000 sec and letting the camera slow the shutter if needed. I also keep a Canon 430EX mounted and switch it on when light gets too low.
The issue is that with flash on, Tv mode plus Safety Shift can choose very slow shutter speeds, even though the flash is firing. If I disable Safety Shift, the camera uses 1/200 sec and exposure looks correct. Switching to Av mode also gives me 1/200 sec, but I’d prefer a faster way to move between available-light and flash setups.
Is there a simple way to keep Safety Shift enabled for ambient shooting, but have the camera use 1/200 sec when flash is on in Tv mode?

I'm not sure there is a way to do exactly what you need, but this sounds like a situation where the 5D's custom functions may come in handy. If you don't already use them, you could, say, set C1 to be Tv at 1/1000 with safety shift on, and C2 set to Tv at 1/200 with safety shift switched off, meaning you can easily switch between the two without having to burrow through the Custom Functions menus. It may not be as straightforward as you need, but should make things a little easier for you.
