Can I do a reverse image search on files stored locally without uploading them?

I have a large number of images on my computer whose original filenames contained attribution, but they were accidentally renamed to random alphanumeric names during a transfer. I’d like to identify them by finding matches online. Is there any reverse image search tool for Windows or Linux that can compare local image files against online images without uploading the files to the search service?

Is there a tool that would allow me to do an online similarity search without having to upload them to the web?
At this time, there is no tool to allow anyone to do an online search without uploading data to the servers.

Generally, no. Reverse image search services need access to the image data to compare it against their online index, so there isn’t a practical way to do an online similarity search without sending the image to the service’s servers. If you want matches from the web, the image has to be uploaded or otherwise transmitted for analysis.
