My camera’s date/time was set incorrectly for about a month, but the error was consistent across all the shots. If I know or can estimate the correct date and time for the first photo, is there a tool that can batch-adjust the timestamps on the rest of the images, including Canon RAW/CR2 files?

Yes — either ExifTool or Exiv2 will do this and can work on RAW files, including CR2. And they work on Linux, Mac, or Windows.
