Can Capture One turn a Fujifilm RAW shot in B&W film simulation back into color?

I shot RAF+JPEG on a Fujifilm X-T20 using a black-and-white film simulation. In camera, I can reprocess the RAW and create a color JPEG afterward. After importing into Capture One, both the JPEG and the RAW appear black and white. Does the RAF still contain the original color data, and can Capture One export a color JPEG from it? If so, where do I change the rendering?

Fuji and Capture one have a really nice feature in version 12 that lets Capture one start with editing your RAW with the film simulation option you set in camera. That is why the RAW image in capture one is showing as B&W right from import.
You can override this. On the "Colour" tool tab there is a tool window called "Base Characteristics". In that tool the "Curve" option lets you choose what film simulation C1 should use to render the image. By default it will be set to Auto which will use the film simulation set in camera. If you drop that menu down you will see the other film simulations available and you can choose another one that is not B&W.
I don't have a supported Fuji camera so my choices are not as extensive as yours will be :(
After that you can edit your image from that starting point.

Yes. The RAF still contains the full color information; the black-and-white look is just the in-camera JPEG rendering or a film-simulation setting that Capture One is honoring on import.
In Capture One, check the Base Characteristics tool on the Color tab. If Curve is set to Auto, Capture One may be using the same Fujifilm film simulation that was selected in camera, including a B&W simulation. Change that setting to a different film simulation or a standard color rendering, and the image should display in color. From there, you can edit and export a color JPEG normally.
So the short answer is: yes, Capture One can produce a color JPEG from that RAW file as long as you’re working from the RAF, not the in-camera JPEG.
