Can Apple Aperture always import photos as referenced files to an external drive?

I want Aperture to keep my library bundle as small as possible by storing original image files outside the library, on a predefined external folder structure. Is there a way to make Aperture always import new photos by reference instead of managing them inside the library bundle? Also, for photos already stored inside the Aperture library, can they be moved out while keeping Aperture references intact?

Emiel's answer on this question explains how Aperture stores modified versions of images. Since the biggest concern is the large original images there are two things that might help.
First, when importing you can tell Aperture to store images in the Library, in the photo's current location, or in a specific location. Perhaps that would help for new additions.

For existing photos already in the monolithic library bundle, perhaps the "Relocate Original" command would be of assistance? You could move the original images to a new location, but keep the reference within Aperture.
