I want to know whether a Canon 5D Mark II using the WFT-E4/WFT-E4 II can record 1080p video straight to a USB hard drive instead of to the camera’s CF card. Is this supported at all, including with no CF card inserted?

"Pity that Canon's 5D MkII wireless adapter (WFT E4 II) WFT server mode doesn't support the ability to record video"

No. Based on the available information, the Canon WFT-E4/WFT-E4 II does not support recording video directly to an attached USB hard drive from a 5D Mark II. The adapter’s server/file transfer functions are not described as enabling live movie capture to external storage, and community reports indicate that video recording via WFT server mode is not supported. So you should plan to record video to the camera’s CF card rather than directly to a USB drive through the WFT unit.
