I want to publish my photos online on a personal, non-commercial site. I’ve looked at Blogger and WordPress, but many photography-focused themes seem expensive, and I’m not very comfortable with HTML5 or hiring a developer. What are some easy, low-cost options for creating a customizable photography website or blog?

You pay people to do certain things (design / hosting etc) because you either can't do it yourself, or you don't have time.
The cheapest way would be to use a self-hosted (raspberry pi - anyone?) platform such as Koken and do it that way. However, paying for a service such as photoshelter means you can spend more time shooting and less time making a website.
